The best government is one that is accepted by the people and one with limited power: laws should limit power of king

Government's power comes from the people

Government's job is to protect people and their rights (did NOT believe in Absolute Monarchy)

Believed people were generally good (and that some few were bad

People have the right to overthrow government if it fails to protect rights
