Reformatory Movement (jan 1, 1870 – jan 1, 1970)
Description:
Started in 1870 at the meeting of the National Prison Association of Cincinnati. Enoch Wines (1806-1879) and Zebulon Brockway (1827-1920) adopted the principles. The reformatory was designed for younger, less hardened offenders between 16 and 30. A classification system was introduced in which inmate's progress toward reformation was rated.
