First Cold War President. Created the Marshall Plan and NATO.National Security Act in 1947- Reorganizing the nation's military and national security apparatus.
Truman Doctrine-Pledged to contain communism in Europe and etc. If stability was threatened by communism or the Soviet Union in any nation, the US would be obliged to help.
