Description:

The Inostropian Federation was a union of states governed by a shared parliament, which also elected a common ruler known as the consul, a role that had already existed during the Inostropian Empire. While the federation maintained central institutions, its member states remained independent and each had their own local leaders. In this way, the system functioned in a manner somewhat similar to the historical Holy Roman Empire.
