Delegates from all colonies except Georgia met in PA to discuss the role of Britain and how the colony's rights are being taken advantage of. endorsement of the suffolk resolves(boycotting and repeal of the Intolerable acts), passed the Declaration and resolves(petition to make amends with the monarch), said "if colonial rights were not met the congress would meet again"
