1st Moroccan Crisis (mar 1, 1905 – may 1, 1906)

France (Delcassé), Germany (Bulow, Wilhelm II).
Delcasse wanted to complete F control of Mor. Jan 1905, F delegation in Fez to change Mor. to F protectorate. Madrid Convention of 1880 supported indep. Of Mor. and princip. Of “open door” to all nations who wanted to do business there. G not consulted, so they treated M as indep. Country. Bulow persuaded Kaiser, against his will, to assert G’s equal rights in M, defense of free trade, and support of M indep.; ended w/ Act of Algeciras - reaffirmed independence of M, gave F econ control of M, defeat for G.
