- Bolsheviks, Mensheviks, and SRs took part, which made it all more radical
- The Kadets lost most of their support
- Octobrists worked with Stolypin to pass important land reform laws
- SRs, Bolsheviks, and Mensheviks rejected
- Police claimed Bolshevik members were encouraging mutinies - Nicholas used this as an excuse to shut it down
