- targets reduced
- training schemes
- consumer industry growth
GOOD
- 4500 enterprises open
- heavy industry benefitted from plants set up in 1st plan
- 1937 - USSR virtually self-sufficient in machine making and metal work
- transport and communicatoinis grew rapidly
- training schemes encourgaed people to learn new skills.
BAD
- consumer goods industries lacking but did show signs of recovery
- growth in footwear and food processing - not enough
- oil production did not make expected advances.
- shortages/disruptions in transport due to a lack of skilled workers and slower growth rates for certain industries were sufficient evidence for this.
- plenty of shortages, waste, under/over production.
