Description:
Judges and citizens began to see community-based organizations as failures and decided to implement the just deserts model of criminal sentencing. This means that they felt offenders should "get what's coming to them." This led to the warehousing of offenders for the avowed purpose of protecting society. This era increased the number of prisoners and the time they were in prison.
