factories in cities produce equiptment for farming. more machinery less farmers needed. larger more efficient farms owned by state able to produce more food to supply cities n factories. emphasis on coal iron steel n electricity in factories
state set quotas. working hours n wages fixed

lack of consumer goods:
first two 5 yr plans focused on agricultural n industrial targets so neglected consumer goods. stalin did not care for the welfare of workers but was driven to targets of 5 yr plans
3rd 5 yr plan supposed to focus on consumer goods eg bicycle n radios but promises not kept. became focused on production of weaponry n resources in anticipation of WWII. 3rd 5 yr plan distruted by WWII
