there has been an array of diverse educational reforms in Taiwan's secondary education since the lifting of martial law. This called for more qualified teachers and therefore increased the popularity of doctoral programmes in education.

internationally, since the 1990s and 2000s, various countries have been engaged in improving their doctoral education to prepare for a knowledge-based economy. Taiwan is on the move, too.
