Description:

Philosophy: Prison overcrowding, renewed faith in humanity, and the belief in behavioral change all led to a movement away from institutionalized corrections and toward reformation opportunities in local communities.

Other Info: Decarceration used a variety of programs to keep offenders in contact with the community and out of prison. Work release programs are where inmates are temporarily released into the community to meet job responsibilities and are still part of modern corrections.
