Description:
The first penitentiaries were brought up in Pennsylvania. Quakers viewed incarceration as an opportunity for penance, where offenders might make amends. Prisoners were kept in solitary confinement, and had little contact with other inmates. Adapted rehabilitation and deterrence philosophies.
