When the market crashed a few months after he became president, he promised to "keep the Federal budget balanced... cut taxes and expand public works spending," asking Congress to create programs to aid big business and farmers facing foreclosure, expand public works, reform banks, and lend loans to states for feeding the unemployed. He asked businesses to keep workers employed. His limited government response to the Great Depression made it clear that a more direct government response was required.

However, these programs were too late and too small in scale. As the Great Depression worsened, Herbert Hoover became the scapegoat of the Great Depression, and he would eventually be superseded by Franklin D. Roosevelt.
