Mikhail Gorbachev pursued market reforms and political liberalization in the period 1985 to 1991 under the guise of perestroika (reconstruction) and glasnost (openness), which aimed for a transition to a state capitalist liberal democratic structure for the Soviet Union under socialist leadership.
