Description:
Cause (International): Negotiations began between the Japanese and British governments for the transfer of the suspects that murdered a Japanese national into custody, but military disregarded negotiation and took a much harder line and ordered a blockade of the concession.
Effect (International): Britain agreed to accept that Japan and China were in a state of war and that Japan had the right to conduct actions in China; the GMD leadership considered this a betrayal by the British.
Cause (Domestic): Murder of Japanese national in concession sparked anger from Japanese.
Effect (Domestic): Japanese army attempt to create naval blockade for concession in China furthered Japan and China in a state of war during Second Sino-Japanese War.
