Articles of Confederation: 1787 (jan 1, 1777 – jan 1, 1787)
Description:
The Articles of Confederation created a loose confederation of sovereign states and a weak government, leaving most of the power with the state governments. The articles have the power to declare war, appoint military officers, sign treaties, make alliances, appoint foreign ambassadors, and manage relations with Indians. One problem with the articles was that Congress did not have the power to tax.
