Set motion the third wave of terrorism: Islamic extremist terrorism. Khomeini's regime "inspired and assisted" Shi'a terrorist groups in Iraq, Saudi Arabia, Kuwait, and Lebanon. Most notorious was Hisballah (the "Party of God"). Terrorism has a new "able and active state sponsor" - the role that Iran played throughout the 1990s
