Proclaimed by the preliminary tsar on 8 August 1922 by the Priamurye Zemsky Sobor. However, he did not proclaim himself tsar. He said that the issue of the monarchy should be resolved by the Russian people in their native land.Провозглашён предварительным царём 8 августа 1922 года Приамурским земским собором.
