Administration of Noah Baxter (D) (jan 20, 1969 – jan 19, 1977)

Description:

A former military officer whose life was saved by Steve Rogers in WWII, son of Daily Globe owner Leland Baxter, and former Senator and protégé of Lyndon Johnson, Baxter was placed in the White House with a moderate agenda. His party had split during the 1964 election, with Wallace taking the Dixiecrats to form their own party. However, this party did not survive the intervening years, and the exiles split between returning to the Democrats as centrists, or going to the Republicans as far-right wingers. With Cuba an ongoing concern, and maintaining peace keeping troops in Laos and Cambodia in the wake of Viet Nam's fall to communism, Baxter was forced to be hawkish internationally. He approved of increases to SHIELD's covert operations against Soviet actions across the globe, especially in Latin America and Africa. Domestically he was campaigned on additional civil rights and healthcare legislation. He also increased the budget of AIM in regards to the space race.

In his second term the Oil Crisis challenged him, but his work with Howard Stark and pushing through approvals for the Arc reactor both mitigated the burden and ushered in a new era of energy, environmental protection, and American global influence. Working with Canada, who has successfully opened relations with China in 1971, former president Nixon was used as an ambassador to open up relations with China in 1974.
