Administration of Robert Kelly (R) (jan 20, 1993 – jan 19, 2001)

Description:

In a sever swing in the opposite direction, Kelly won a victory using fear mongering and racist sentiment against mutants, who had become the world's new boogiemen after Genosha and Latveria put their prominently in the news. Kelly, making use of the Moral Majority, also revealed SHIELD's existence and long history of secret operations, to the public, damaging the US' relationship with Russia, whom Kelly was also suspicious of. SHIELD's funding was scaled back considerably and it's operations negatively impacted as Kelly strove for an era of government transparency. He also drove the US into direct armed conflicts. His cuts and bluster led to a significant drop in intelligence, and the end of his term was marred by the Y2K attacks by the Ten Rings.
