Indian Council Act of 1909 (jan 1, 1909 – dec 31, 1909)
Description:
- Also called the ***Morley-Minto Reform Act***
- The strength of the Imperial Legislative Council increased --> from 16 to 60 --> retained the official majority
- 1st time an Indian in Viceroy's Executive Council - Satyendra Sinha a law member
- The members of the Provincial Council were increased --> not uniform --> allowed for non-official majority
- enlarged the deliberative functions of the legislative functions of the legislative council at both level i.e were allowed to ask supplementary questions, move resolutions on the budget and so on
- elected members in provincial and imperial legislative although the elections were very indirect ---> election introduction for the first time as non-officials to be elected directly
- Separate electorates to Muslims --> representation over their population and also the income qualification for Muslim voters was kept lower than that for Hindus
