Indian Council Act of 1909 (jan 1, 1909 – dec 31, 1909)

Description:

- Also called the Morley-Minto Reform Act

- The strength of the ***Imperial Legislative Council*** increased -- from 16 to 60, retained the official majority(69 members - 37 officials; 32 non-officials; 5 nominated)
Reservation: Muslims, British Capitalist and Landlords

- The members of the Provincial Council were increased, non-official majority was introduced but since many non-officials were nominated so overall non-elected majortiy maintained

- 1st time an Indian in ***Viceroy's Executive Council***(Satyendra Sinha a Law Minister)

- Enlarged the deliberative functions of the legislative council at both levels i.e. were allowed to ask supplementary questions, and move resolutions on the budget but a major part of the budget still not votable
- Elected members in provincial and imperial legislative although the elections were very indirect ***election introduction for the first time as non-officials to be elected directly***

- **Separate electorates to Muslims** representation over their population and also the income qualification for Muslim voters was kept lower than that for Hindus
