Messina wants to form a city government and Carthage is like nope
Messina calls in Rome to help them defeat Carthage
This forced Rome to create a fleet of ships because Carthage was such a strong naval force because IT had control over the western mediterranean
Carthage ends up losing its possessions to Sicily
Sicily becomes the first PROVINCE
