Sweden started becoming a welfare state right after the war by providing social insurance, basic social policies, management to avoid economic volatility, and so on.
They welcomed deficit spending of 2%-3% to help with unemployment and used fiscal policy to sustain economic activity while using monetary policy to keep prices from falling or rising too much (active monetary management)
