Pondicherry Conference (aug 25, 1911 – jan 1, 0)

Description:

Trying to resolve several diplomatic and economic rivalries between the European powers, most recently the Mangaluru Incident, the five "Indian Powers" (Sweden, Spain, Portugal, Britain and France) agree to acknowledge Tamil as a sovereign state [rather than merely an economic free trade zone with no national controller] and to expand the "Northern Free Trade Zone" in Hyderabad into a Republic of Hyderabad as a Joint Colonial Administrative Zone, the JCAZ. The JCAZ government is to consist of councils, all made up of numbers of envoys divisible by 5, each of them jointly filled by European diplomats.

This becomes known as the "JCAZ Council System", a notoriously ineffective system of governance.

However, the main goal of the Pondicherry Conference - to renew the prevention of war in Central India achieved by the 1860 Bombay Conference - seems to have worked.
