Description:
After the Goa War between Spain and Britain with Portugal caught in the crossfire, the Europeans meet in British Bombay to discuss the future of Central India.
Maharashtra becomes British domain, Mysore sees a Spanish-Portuguese dominion, Madurai is granted to France and Madras to Sweden.
France agrees to allow Indian autonomy in Madurai as long as Madurai and Ceylon are united into a single Tamil merchant republic. The other Europeans agree, keeping Ceylon out of colonial hands (what had been the French main objective).
The state of Hyderabad becomes neutral territory, a joint dominion known as the "Northern Free Trade Zone" (as opposed to Tamil, the "Southern Free Trade Zone").
Everything north of Maharashtra, Hyderabad and Madras is agreed upon by the Europeans to remain in Mughal hands, with the Mughals becoming a target of a joint European effort of so-called "soft colonialism", driving the Mughals into economic dependency.
The final declaration of Bombay is signed into law on January 7th, 1861, under the supervision of Prussian envoy Otto von Bismarck.
