Description:
- Yuan Shikai attempted to restore the monarchy **(1915)** as a way to maintain unity
- people's mindsets had already changed to view the nation as a republic
- Cai E, Yunnan militarist and Tang Jiyao his subordinates turned against him
- eventually died in 1916 less than a year, which was bad because he was a strong political figure
- his restructuring of the government put in place the figures who would become warlords
