Important Qing Ruler; At beginning of his reign, China was well administered and maintained high taxes; Initiated military campaigns in the lands west of China; British were not satisfied and asked for more trading rights in 1793
and Emperor Qianlong denied him; Bureaucracy became corrupt leaving high taxes on the people
and caused rebellions
