- first major conflict after accepting germ theory; new role of medicine and public health- white man’s burden in PR: death rate twice that of US, so col became benevolent public health/ humanitarian mission
- new sanitation modeled after US and asserted control over islands treasury through which did smallpox vaccine (sanitation as emergency measure to stop soldier death)
