Cause:1. combat actual espionage on behalf of America's enemies
2. target any speech that could be interpreted as criticizing the war effort, the draft, the U.S. government, or the flag
Effect:
1. several attempts to curtail expressions
2. outlaw speaking of German
3. suspend publican of any newspaper critical of the government
