Description:
Cause:1. Southern states passed laws that restricted rights of former slaves after Civil War
Effect:
1. granted citizenship to all person born or naturalized in U.S. - including former enslaved people
2. Guaranteed all citizens "equal protection of the laws"
3. basis for many landmark Supreme Court decisions over years
