13th Amendment (apr 8, 1864 – dec 6, 1865)
Description:
Cause:1. Emancipation Proclamation did not end slavery entirely
2. Those enslaved in borders had not been freed
3. E.P. did not address the issue of slavery in territories that would become states in the future
Effect:
1. abolished slavery as an institution in all U.S. states and territories
2. outlawed the practice of involuntary servitude and peonage
