Description:

Reason - to try and agree on Strategic Arms Reductions Treaty (START). This agreement was initially proposed in Geneva and was intended to limit the number of nuclear weapons to 5000 for each side. Having agreed on the INF Treaty, it seemed logical to expect START to be signed in Moscow. As it was Reagan's final year in office, this would be the last of the summits he would attend, so big things were expected.
Instead the focus was on cultural changes and human rights. Total they signed 7 agreements including fishing rights and student exchange programmes.
Moscow Summit gave Reagan the chance to meet the people. Theme was freedom and had a view of the Soviet Union without chains.
