(I don’t know how to make the thing ongoing because the schools still exist today)Citizens are sent to these thought reform schools in order to be remolded into the ‘ideal’ Chinese citizens. Their thinking is reformed into accepting Marxism and Maoism. It’s a campaign of the Communist Party of China.
