Description:

Samson is described as having judged Israel for 20 years until his death in ~1141 BC.

1 Sam 7/13 describes Samuel as having subdued the Philistines shortly after Samsons death and the 'hand of Yahweh being against the Philistines all the days of Samuel'.

This would indicate that the 40 years of Philistine Oppression mentioned in Judges 13/1 would have started around 1141 BC in the time of Ibzan.
