Saul was anointed King over Israel after the people looked around at the nations and desired a king like them. Samuel the Prophet warned them of the natural consequences and costs of keeping an earthly monarchy yet they were insistent.
Samuel was the last of the 'Judges' that Yahweh had established to lead the people and he was getting old. He took it as a personal affront that the people were rejecting his leadership and his appointment of his two sons as judges.
Yahweh reminded him that they were not rejecting Samuel but Yahweh himself (v7) who they had agreed should really be their King when he brought them out of Egypt. cp Ex 19..
Acts 13/21 says Saul reigned for 40 years
