Description:
Conservative, despotic and ruthless, turned Russia into a police state and clamped down on local uprisings in Caucasus, Ukraine, Poland.
Established the Third Section secret police.
Given the weakness of the Ottoman Empire, the tsar wanted to gain control over the Black Sea straits and Instanbul. He attacked Turkey, bringing about the Crimean War.
