-highly bureaucratic form of gov't- used the devshirme system that took Christian boys at a young age and trained them to serve the state in positions such as Janissaries
-official religion was islam, but they ruled over communities that were not islamic who had to pay the jizya tax to practice their own religion
-used firearms, considered one of the gunpowder empires
