Four-Year Plan (jan 1, 1936 – dec 31, 1939)

Description:

-Implemented by Schacht

- Due to the continuing balance of payments problem, the "guns or butter" debate between foreign spending on arming or consumer goods persisted. The Four-Year plan addressed that

Goals:
- Regulated imports and exports to prioritise moreimportant sectors such as chemical and metal industies

- Controlled sectors of labour force such as DAF and increased workload

- Increased production of raw material, agricultural products and achieve ersatz (substitute products)

Outcomes:
- Some sectors increased production

- Arms and other key sectors never reached intended output targets

- Prevented Germany from relying more on imports but did not decrease it much
