Benjamin F. Tracy and Alfred Thayer Mahan advocated for the new navy. Mahan reasoning was simple and persuasive. Industrialism, he argued, produced vast surpluses of agricultural and manufactured goods, for which must be found. Mahan also called attention to the worldwide race for power. By the end of the 1890s, the navy ranked third in the world. United States Naval battle fleet that completed a journey around the globe from 1907-1909 by order of Roosevelt
