First Continental Congress (sep 5, 1774 – oct 26, 1774)

Description:

A government made up of delegates from the colonies. They first met in Philadelphia to discuss how to react to the new British laws, the Coercive Acts (Intolerable Acts).

This group was also not considered a rebellion, but they were once again defying the British government. These new laws were put in place as a punishment for the Boston Tea Party, another act of rebellion. In the same sense that Shays' Rebellion began because the government raised taxes due to debt, this congress began because the government was punishing for the money they had lost in the tea-filled sea.
