Conservative government so only some progress towards civil rights. Didn't really have any interest in civil rights. The Voting Rights Act of 1982 strengthened penalties against discrimination and the Civil Rights Restoration Act was brought in also.
During his Presidency there was an increase in the number of African Americans holding public office.
Welfare benefits fell disproportionately on the African American population.
