Description:
He was a Democrat so relied on the southern white vote and therefore was limited to what he could do to help African Americans. He helped them only indirectly through the New Deal but only a little. Segregation was a feature of work camps and many reforms excluded key areas of African American employment, such as agriculture and domestic service.
Some of his policies reduced racism in the workplace. Issued order 8802: the Fair Employment Act which set up the Fair Employment Practices Committee (FEPC), committee to help prevent discrimination against African Americans in defense and government jobs.
