Migration to the USA started but was still very little
Congress passed the Immigration Reform and Control Act (IRCA) of 1986 to crack down on illegal migration. This imposed penalties on American employers who hired illegal workers.
Approximately 11.6million Mexican immigratns lived in the USA in 2013.
George Bush, in 2000 stated that he favoured a guest-worker program to permit more Mexicans to work in America.
It was estimated 20 million Mexican-born people (including children) lived in the USA , this is around 11% or living people born in Mexico.

The American government allowed the recruitment of Mexican workers as guest workers. Young Mexicans known as bracers were allowed into the USA legally between these years.
Young Mexicans were allowed to move as guest workers again between these years.
The high population growth and economic crisis in early 1980s resulted in considerable increase in illegal migration across the border.
