Articles of Confederation was sent to each state and ratified

Maryland was hesitant because they were unsure what was going to happy out west
Didn’t want existing state to make larger territories.

A way to divide up new land and help pay off the debt from war
A system for surveying and dividing western lands
36 miles split into 36 lots (640 acres each)

With the courts shut down, no one’s farm could be taken

Many were sent to prison - 15 sentenced to debt, however state released most of the farmers, because many in the state agreed with them
