The Urban Development Corporations were set up in the 1980s primarily to regenerate inner city areas. The boards made up of people from local businesses and were encouraged to buy land in order to build infrastructure and attract private investment
The "City Challenge", where cities had to compete with each other for government regeneration grants. This encouraged cities to solve social, economic, and environmental problems to get a government grant
