At the start German's did not have a specific outline for what a"Jew"is , they later classified them as anyone who had 3-4 Jewish grandparents or was an active practitioner of Judaism
Nazi's signed the Haavara Agreement to allow German Jews to emigrate to Palestine for a portion of their economic income.
During this period of time 60,000 Jews (10% of Jew's in Germany) emigrated to Palestine, taking up Germany's Haavara Agreement. Which was a much safer option than staying.
