Cause (International): Manchurian Crisis underway, Mukden Incident already happened and Japan claimed China was responsible for it, League of Nations decided to create a Lytton Commission to investigate and write a report.
Effect (International): Lytton Report condemned both Japan and China but ultimately decided to publicly call for Japan to withdraw from Manchuria and recognize Chinese sovereignty, resulted in several other countries condemning Japan for their aggression.
Cause (Domestic): Due to the need for natural resources and for viewing Manchuria as a "lifeline", Japan conquered Manchuria and ignited the Mukden Incident, causing suspicion from League.
Effect (Domestic): Lytton Report resulted in all League of Nations members unanimously voting for Japan to leave China.
