At this time as well, the government takes notice. He is the first person to be 'watched' by the city authorities. But because of his popularity among the people, this must be done covertly.
Most of the security forces are composed of those with abilities, which are mostly loyal to the OG scientist because their great grandparents come over with him.
Thus, new agency is developed in secret, composed solely of 'normals' as well as a plan to recruit those with abilities that are not necessarily loyal to the OG scientist. This agency also has its own discreet scientific team to develop surveillance and weaponry that will give normals an edge over guardians. Some of this is in part due to individuals who have animosity/fear of guardians...but it plays to any official's need to remain in office and control the outliers.
