During the economic depression, Pullman cut wages by 25%, and didn't lower the rent of the company apartments, upsetting employees and leading to a strike. Using presidential power and the Sherman Anti-Trust Act, Pullman and President Cleveland shut down the strike, and ultimately kept employees out of unions and under employers control.
